Public Finance Transparency
Mission
To facilitate transition of revenues
from extracting industry into sustainable economic development of Kazakhstan by
ensuring responsible and transparent public finance management and developing partner
relationships among civil society, government, and business sector.
Objectives
Development of partner
relationships among government, extracting companies, and civil society
aimed at sustainable development of regions
Improvement of information
transparency on subsurface use contracts signed and being signed by the
Republic of Kazakhstan
Support in implementation
of the Extractive Industries Transparency Initiative ((EITI) in Kazakhstan
Improvement
of transparency and accountability of public finance management;
Development
of partner relationships between NGOs and the government of Kazakhstan on
efficiency increase of state programs aimed at sustainable social and economic
development
Implementation of advanced
standards by NGOs involved in the public finance monitoring.
Areasofactivities
Within the framework of the
Program, comprehensive projects are implemented for the purpose of transparency
and accountability improvement along the entire chain of generation and allocation
of revenues of extractive industries: from contracts and subsurface use licenses
to the budget expenses related to the implementation of socio-economic
development programs.
Priorities in 2010
Organization of discussions involving the government,
extracting companies, and civil society representatives and concerning
possibility to renounce the confidentiality of contracts.
Improvement of transparency
and openness of the budgetary process in Kazakhstan through the use of
the Open Budget Index (OBI) as a standard measure.
Introduction of "civil budgets"'
preparation and their publication practice, i.e. a digest of the basic state
budget parameters, which is brief and comprehensible for the general public.
Independent monitoring of the state programs efficiency
in the field of health care, education and social security.
Improvement of professional
skills of Kazakhstan's journalists covering issues of public finance management, and NGOs involved in improvement of transparency
and accountability.
Facilitation of the
Extractive Industries Transparency Initiative (EITI) evolution for the period following
validation and expansion of the EITI mandate; assisting Kazakhstan in obtaining
the status of a country that meets EITI requirements.
