Legal analysis of the barriers on access to opioid analgesics for palliative care patients in Kazakhstan

The aim of this legal analysis is to learn how state regulations on drug control policy can influence the availability of opioids for medical purposes.

The first part of the analysis shows co-relation between international drug treaties and national laws regarding access to the opioids.  The second part describes the complicated multi-stage process of the pharmaceuticals registration and distribution systems. The last part of the Analysis demonstrates that one of the main factors impeding adequate chronic pain treatment within the palliative care system in the country is a very strictly controlled system of narcotic analgesics provision.

In conclusion, there is a set of recommendations which can be used by different stakeholders on their further work on the Access to opioid analgesics for palliative care patients in Kazakhstan.
